How much is a 94T78 worth with under70k
I have the oppertunity to buy a 94 Rx7 with T78 and ported engine with 63k miles on the car and under 10k on the Engine and turbo. The car is 5spd and in excelent condition. Upgraded 18' wheels and about every mod you can think of. I think they are going to try to sell the car for around 26 or 27k Would this be too much to pay??

I think so...
Mods usually DECREASE the value of the vehicle.  With those mods, the seller is trying to find an enthusiast that's willing to pay.  Basic economics - supply vs. demand.

yeah he's right
But if you planned to already buy a stock rx7 then put all the mods he has; it pretty much saves you money and time by buying his car, unless you like doing those installs yourself... But i'm sure you could talk him down some... i would buy it.. for around 21k or so... if indeed excellent, is the condition...

kinda depends on the model and color also......i mean there are many differences in value across the 94 model year. If it were say the Pearly White PEP it would be priceless because they only made 1. It's all up to what you would be confortable spending and what you want from the car.
I don't agree with the "mods decrease value" statement fully because it depends on where they were applied. If it's a bunch of body mods then I can see it decreasing....interior mods=decrease....but engine reliability mods on a engine that needs it=increase. This is to an extent also....but again it's up to what you want from the car.

Just for example....i've been offered $30k for mine on a couple of different occasions.....sight unseen. It's got every mod you can think of on the motor.....just only a couple of small body mods=CF vented hood, FEED front bumper,RE sleek lights......only changes to the interior=Veiside steering wheel and shift ****,roll bar, guages. It only has 7500 miles.......but there's no way that I would take $30k for it.

ErnieT: i'll have close to that by the time it's done i'm sure. The new fuel system is costing me $2k along with the new tranny that's almost $5k. I could never sell it for really any price because there's nothing else i would really want. I'm in love and she's not going anywhere
I got really lucky finding mine and luck doesn't come my way very often.
