I have a HKS external wastegate and a manual boost comtroller. Whatever I do I cant hook it up right and I am overboosting bad.

This should be easy with a manual controller. One side goes to a port most likely from your intercooler pipe pre-intercooler. The other side goes to the side port on the wategate, not the top port (that is used with an electronic controller). If it is hooked up this way then you need to open up the controller more and let more air get through to the wastegate.
