you should post this in the secong gen sec, actually dont post at all as there already exists a literal **** ton of info on this subject. are you asking about keeping your na motor and turboing it (6 port turbo)?? i recommend using tii intake manis (w/ an adsapter or custom mani) as it greatly cuts down on fabbing. if so than yes, if you are going for the bare minimum than yes, you can do it on less than 1500. short list of bare minimum (altho all is not *needed* this is the minimum i would run safely:

tii fuel pump
tii injectors x4
tii ecu
tii MAP
tii afm
stock turbo, tid and mani
downpipe
custom tii lim (talk to japan2la)
tii uim and tb
stock tmic
tii hood
tii fuel rails
bl;ah blah blah, other odds and ends to make it work
(also probably best to eliminate and block off all your emissions if you can)

it'll add up VERY quick, especially if you start throwing aftermarket parts on but if you stick to the FS section its completely doable on 1500. but thats where the bigger problem comes into play, you can get a low mileage tii motor for the same price, but i understand about having just rebuilt your NA motor, thats why i opted for a 6 port turbo vs the trditional tii swap
