Fuel Regulator
Will the stock solenoid do for a single T04B setup? or should i get a fuel regulator?
also if i have to, where could i get one for the best price?

The stock fuel pressure regulator (that's what you are asking about, right? it isn't a solenoid, although there is a solenoid connected to it to hide the vacuum signal on hot starts or something like that) is fine unless you:
a) install an aftermarket secondary fuel rail
AND/OR
b) want to run higher than stock fuel pressure

would i have to run higher then stock fuel pressure to boost 13-14 psi on 4, 850cc? So do i even have to plug in that solenoid. Can i just run it without buying an aftermarket fpr?

You don't need an aftermarket FPR. The stock one will be fine for your setup.
The solenoid that connects to the FPR can be removed if you want, but it won't help or hurt performance in any way. Please note that he solenoid is really a completely separate component from the FPR itself. The FPR is not a solenoid, and that FPR solenoid is not an FPR.

You can remove the solenoid that connects to the stock FPR. Just make sure to keep the line that goes to the FPR:
BEFORE:
FPR--------------solenoid--------------somewhere
AFTER:
FPR-----------------------------------------somewhere
You cannot remove the stock FPR.
