Boost and speed go up, rpm's dont...normal?

Boost and speed go up, rpm's dont...normal?
1st through 3rd gear my rpm's go up with my speed and boost of course, but when I get into fourth and hit it my RPMs sit at 4k and then climb slowly but my speed and boost go up pretty quick, is this normal? Is it because fourth is a taller gear than I figured or is it something else ?
