So then does having a BOV completely eliminate the damage due to compressor surge, or just partially?
I have been told before that the extra 500ish rpm sooner spool is not worth the extra $500 in cost for a street car.

rebuild? What the hell is that? It usually is not cost effective to rebuild a BB turbo that has center housing associated problems if it is the cartridge type (HKS, Garrett BB, APEX). The center housing usually consumes 65%~%75 of the total cost of the turbo so shops always recommend replacement instead of rebuild.

most of the efficiency properties of the BB turbos are put down to the more efficent design of the compressor and turbine blades. remebering that a turbo such as the to4b has a 30yr old design.
the only prob i see with the bb turbos is if you drop a seal out your exhaust it going to be expensive
