YES...
Those are "Flappers" on the top of the "Custom Exhaust" that go cling ,cling, cling every time he got on the go pedal....

The 2 large chrome pipes are his "Custom Exhaust" that he installed on his Vette. These pipes are replica's of the large chrome pipes that are on the sides of 18 wheelers. The "flaps" on top go up and down with the exhaust pulses.
