Question using less tension bolts when pinnin engine

has anyone seen or done an engine with extra dowel pins and not using tension bolts on those holes?
ive normally seen u were still able to use all factory tension bolts. this motor has two of the bolt holes on rear iron plugged with short bolts and expoy.

would this cause coolant o ring to leak between housings?
he says he does it to all his race motors running 60 psi of boost and making 800 rwhp plus and no leaks

if ur looking at the bback of rear iron, its the furthest left in middle and top/left one

Never seen that unless the front irons were machined improperly and there is not enough threads left so the bolts strip out the remaining threads.
