Non responsive boost sometimes

Basically I notice often that if I am cruising (not in acceleration already) at like 3500-5000 rpms in 3rd or
4th gear and then go WOT, my boost climbs to 0-5 psi and rpms increase only. Little or no turbo response.
When I let off the accelerator I hear the "whooo" sound.

It doesn't do this all the time, but I notice it on the highway. It seems like my car needs to be running a bit
before it starts doing it but once it starts it does it
conistently every time.

I've taken it to 2 Rx-7 specialists and neither have been able to figure out the issue.

Any ideas?

A few mod notes would help...

Power FC
Profec B
Stock turbos
Pettit IC "3"

I had this problem when my Profec B was not working
and had to control with the PFC. The 2nd guy I took
it too said he removed the PowerFC from the boost
control loop and set up the Profec B not as standard but as he would set up an Apexi controller....for what its worth.

Anyways I still have this issue.

If you're still running the seq sysytem sound slike your've got a hose blown off. I'd check all the hoses related to the CRV. You might find on that's not connected.
