N00bie here, Need some........
I am about to pickup a 1988 Rx7 TII.. It is in stock form. No modifications done to it yet..
My question(s) are, What modifications should i do first to the car? I am totally new the rotary thing and from the little that i read i like how they perform.
Would sending the motor out to have a "street port" be a bad First mod ?
Also - I live in the Central PA area, Is there any Rotary shops within driving distance? A good shop i can trust for tuning and possibly engine work?

Welcome aboard Scott. Is this going to be your daily driver? My first mod would be the exhaust system regardless but how much you are willing to spend and how much you will be depending on this car will determine the direction of the next steps of modification.

I also second KD Rotary... probably the best rotary shop in your area.
Performance wise, open up that exhaust (3" mandrel bent single with no cats and optional mufflers is a nice choice!) and get an intake on there as well.
It's a good idea to get some reliability mods done soon too such as replacing all your vac. hoses with silicon ones. There are many more, check out the Second Generation forum.

I want it to be semi daily drivable, Meaning if i wanna drive it any given day i can. I have a toyota 4 runner as my daily means of transportation.
As far as my goals, i would be happy with 300-400Whp.
I was told (dunno how true this is) that all i would have to do to get roughly 300-400whp would be the following....
1. Full 3" exhaust with no cat from turbo back
2. Halteck e6k or Power Fc EMS
3. 60-1 or T66
4. Like 1600cc injectors ???
I am new to the rotary stuff so i dunno how much of that above is true....
But my basic goals would be 300-400Whp and have potencial of running 11's ..... Does KDR do porting and stuff like that ???

You listed all the big stuff, but it is all the little stuff that really adds up.
Exhaust manifold
Wastegate
Intercooler/piping
Fuel rail moded for 1600 secondaries
bov
...and a ton more
If you have the money go for it. Just know that it is pretty serious business to run 11's.
