OR 12a NA realistic hp goals

I have a 81 gsl and I was wondering what kind of na hp you can get with peripheral porting in a "usable" low to mid range rpm. I want to keep 12a because of reliability, and I love na cars in all applications over turbo... it is just my kink. I have not got a huge budget, but I won't buy cheapy eBay parts that brake in a week. If I have to wait longer to get the reliable parts so be it, but any suggestions would be great, even if it is to call a certain shop for info or ship off my car to a shop to have them do the whole Sha bang.

Also efi or carb. I want a broader powerband so I am thinking efi, but one of the lower end models that doesn't include boost compatibility, since there is no way I will run it (especially on 12a).

Pp makes more low end torque than a bp right? That is my understanding... they have a badass low idle which is the deal breaker for me.

I want the car to be streetable or even a daily, unless I have to run e85 or something like that.

Oh well now that I have confused the hell out of everyone, please give me your opinion and tell me how stupid it is. Thank you!
