Cranking but PFC reads 0 RPMs

Is this normal during cranking, just wondering because the car isnt starting.

mine did this when a local shop forgot to put my crank angle sensor wheel back on after doing my main underdrive pulley. You SHOULD see RPM's in the PFC if you engine is turning over, otherwise you have a problem with either the crank angle sensor(s) themselves, the wiring or the collar.
