Any exhuast louder than stock is illegal everywhere in WA. But, there is a loop hole if the vehicle is more than 25years old it's exhaust and emmissions exempt, so if you drive a FB like me you can be retarded loud and give cops thumbs up as you drive by them like I do.
yeah its a **** law. i have the apexi N1 Dual and i have not been pulled over yet. snohomish, king and pierce countys are smog countys.

cops are cops, until the economy turns around they are cash cows for the city's imo
smog is still hard to pass in wa with a rotary, although there is no underhood check if you pass!!! lol like that would happen... best thing would be to lie to the deprt. licensing about your engine is broken and you have no way to test it but need current tabs and plates to park where you live or or you will get towed. Watch out for karma afterwards that one bite me in my **** haha.
or
$150 waiver every two years when it needs testing
or
25 years and older are not req to be tested

i live in Portland, Oregon and i drove up too Vancouver, Washington to pick up some wheels, then i got pulled over by a WA cop, and he said my exhaust was illegal so i told him i lived in Oregon, and he said he didn't care. so being the smart i typically am, i said, "so every time i want to come Washington i need to changed my exhaust system before i cross the bridge?" then that *** hole said YES! so i told him he was an idiot, then some civic blew by us and he hopped in his car and took off ROFL, made my day
yay for booze in my gas tank....
It took me less than four days to get a no front plate ticket in the FD, he didn't care if it was in the window, just caught a jerk cop because I passed several that same week and had no issues. I drove around with a completely open exhaust on my Fiero for several months and never got pulled over for it, and it was fairly loud. I'm in Kitsap County BTW.
Short answer, Yes.
I ran full exhaust (pace setter header, test pipe, Apex'i dual N1's) in my NA for years + never got pulled over. I failed emissions horribly, but find someone with a stock cat that you can borrow + you should be fine. I have one BTW. DNA didn't do **** for me either.

I fought it in court.

^^ That won it for me. Basically, because of the exhaust characteristics of my car, there was doubt that the officer understood my car. I said that maybe the officer had been mistaken, and thought I had a 4 cylinder. I said that the stronger exhaust pulses caused a different exhaust sound then other cars.
I also pointed out that I didn't modify my exhaust at all. I replaced it because the old system had rusted out.
The judge asked me if I had cut my exhaust at all, or anything like that. I said nope. Even showed him the RB exhaust I bought and everything.
He said mostly the fact that the rotary engine is unique, and the stronger exhaust pulses, the officer may be mistaken. And, that was enough doubt to let it go.

Due to its unique characteristics of a stronger exhaust pulse caused by the near-instantaneous opening of the exhaust port, and a short and smoothly shaped manifold, the rotary engine’s exhaust system has more energy to drive the turbocharger turbine compared with the reciprocating engine.
