Starting Issues after rebuild.
So basically I rebuilt the engine fairly recently, and it has compression at around 80 (and it should be anywhere over 70 according to what mazda tech's told me) according to the compression tester. However, when i try firing it up for the first time, it creates exhaust but it does not start.
I tried deflooding it with the whole adding atf fluid to the spark plugs and still no luck, and i put in brand new fuel before trying to start it.
Anyways, help would be appreciated. Thanks.

Are you sure the CAS is stabbed correctly?
With old housings and new apex seals sometimes it can take some effort to start the first time. A push start with another vehicle ALWAYS works. Once it starts, hold the RPMs at about 2K for 10 minutes while someone else checks for leaks/fires/etc. That will bed the seals in. Shut it off the first time by disconnecting the fuel pump so it won't be flooded next time.
Also, assuming the thing sat for a while, have your injectors been professionally cleaned? Always consider injectors bad until they have been cleaned and tested.
