Starter spins but 13B won't turn over! Ring teeth ok!

Once one of my rotors was very flooded and when i was cranking it the engine suddenly stopped and wouldn't turn over. It was because of the amount of gas/oil in the rotor. Maybe something to check out?

I don't know rotorys at all is there a way that you can see if the flywheel is spinning when you turn the key to start? If not how about pull the starter mark the flywheel with a felt pin install the starter try starting then pull the starter and see if the fly wheel moved. I would think that if the flywheel did move then it's time to pull the engine and check out the back of the engine to see if something broke.
