Siezed motor, worth a try or run away screaming?
I've come upon an early RX7 for sale that has a siezed motor. The owner says that the original 12B blew, he swapped in a 13B, it ran in the driveway then stalled. He then tried to start it and it won't spin. He told me that he tried to push start it and the engine was siezed.
What are the chances that this is just carbon locked and could be brought back to life? Is it more likely just junk?
I'm worried that maybe he didn't connect something (oil pump) and fried the replacement motor.

Hard to say.
A 12A to 13B swap isn't exactly direct. And worse, if it is the 12A with the beehive oil cooler, he may have done something crazy like just plug the oil cooler parts on the 13B.
The only way to know for sure is to look at it. Carbon lock is pretty rare. Pull the exhaust manifold and look into the engine with a light and mirror. Maybe it's just stuck from sitting? If that is the case then generous application of oil into the engine may free it.

This does bring up a question I have though. In the first gen cars, you got either a carbed 12A or fuel injected 13B. The 13B has 30 more horsepower, which I think would make the car much more fun to drive. So what is making the HP difference, the motor, the fuel injection, or some other magic that they put in the 13B?

The 13B simply has more displacement, which has a lot to do with it. No replacement for displacement. The 13B also is a 6 port engine with port timing optimized for both low end and high end. Along with an intake manifold that takes advantage of runner tuning (unlike the 12A manifolds) and the better tuned EFI system.
But, the GSL-SE also put on some weight as well. However it comes with a limited slip rear end, rear discs and of course the EGI 13B, so it's a worthwhile trade off.
