Well, I'd suggest researching how to safely modify a TII in the 2nd gen section. But the cheapest route that is safe in most cases is:

1) Rtek 1.7 ECU (http://www.pocketlogger.com/index.ph...age=1&ecu=S4T2) - $150
2) 2x 720cc secondary injectors - $200 to $250
3) FD (3rd gen) fuel pump - about $30 used
4) Generic manual boost controller adjusted to 12 psi - $20
5) Downpipe and cat-replacement resonator/presilencer - $200 to $300
6) Cat-back system - $400 to $600

Your friend doesn't understand turbo cars, so don't listen to him about anything.

You sir are the man. It's just that i use to drive an sr hatch and it was totaled back in may I didn't want another shitbox and i always admired fc's. I'm totally fine with the 250-300 range.
