Need some opinions

Well heres the problem I have a 93 FD and mechanically everything seems to running great but I just did a vacuum job on her and shes just not puttin out the same first turbo great then once it gets to 4500rpms blaaa thats prob the best way to explain it just doesn't feel like it wants to get up and go I'm thinkin check valves but theres alot under there that could be creating this problem and another thing my external wastegate will make it normal wush sound after i put the clutch in and yeah yeah but on the times it doesn't feel like the turbo grabs and i shift and its doesn't make the normal sound it makes almost like a winding sounds its hard to explain but it comes almost right infront of the dash now another thing ive looked into is that the first turbo needs to be anywhere from 7 psi to 10 psi for the second turbo to operate it reachs these requirments but the second turbo just kinda bla no pull nothing sorry so long but any help i can really use it thanks

The FD has many many many vacuum lines. I would start by double checking all of them.
