Need help not mechanically inclined

I have a 1985 rx-7 12a rotory, TIME ATTACK TRACK BUILD It's been sitting for 3yrs I'm getting crank but no start I took the gas tank off cleaned it, took carburetor off cleaned it replaced battery, replaced starter still nothing, and my fuel filter only fills half way it has a loud ticking rattling noise from the fuel pump or relay idk, it's been like it since I bought the car but I have a fuel cell I switch the hose and flipped my fuel toggle switch no sound from my fuel pump and my fuel filter has no gas in it so I switched them back still no sound and no fuel in my fuel filter, I live in Nevada old Henderson area, thanks in advance hope to hear from you guys

Try putting a length of fuel line into a gas can and the other end to the fuel pump intake side. Take the fuel line off the carb and put it in a jug. Power the pump and see if the jug gets fuel. I like to have one person hold the jug at the carb and another to power the fuel pump. Be ready to remove power to the pump when fuel starts flowing.

welcome to the board.

if the car is fairly stock, you can download a copy of the FSM from here: Foxed.ca

if the car has been modified (different carburetor, different fuel pump, etc.) then it would be helpful to let us know exactly what we are dealing with.

that said, you mentioned not being mechanically inclined, so you may not know if it's modified or not. in that case, it may help if you can post some photos of what you have.
