Emissions advice in VA

I just replaced my '94 rx-7 engine and added a single turbo, intercooler, radiator, downpipe, etc. Now I'm having a problem passing emissions, because during the rebuild my egr valve was removed and replaced with a blocking plate. My numbers are actually fine I think, it's just that Virginia emissions tests do not allow for the removal of emissions equipment that was originally on the car. This is a bit ridiculous in my opinion as the 95 and 99 year models didn't even have an egr valve. Anyway, I took the egr valve off of my old engine but discovered that I could not install it on the new one because the downpipe is in the way. So rather than going to get a new downpipe installed just so I can put on a non-functioning egr valve (the apex pfc will not operate the egr) to convince the emissions people that I deserve to pass, I would like to ask all VA residents on the board to advise me on an easier way to get passed. Does everyone in VA have an egr valve when they go for emissions testing? Can anyone tell me of a place I might go where they won't scrutinize my car so heavily that they'll discover there is no EGR? I want to be legal! Help!

Couple of options.
1. Fabricate the EGR valve on somehow so it looks like it is there. However proper functionality of the EGR valve MAY be part of the test so beware.
2. Get on the regional part of this forum or any race/car enthusiast forum and ask around for a cool emissions testing place.
3. Put back on the stock exhaust setup for the test, once you pass it put back on the aftermarket exhaust setup.

Thanks for the advice! I will post on the regional site to see if anyone can direct me to an appropriate emissions center in VA. As a last resort I'll change the downpipe to allow for the EGR valve to fit back on.
