Depends on if you want to go 30 miles to get fuel.

Flush/clean tank, new pump, new/change filter, new lines, change injectors and tuning. Then periodically drive an hour with a truck to buy fuel in bulk. Then find a suitable and legal place to store said fuel. Have pump or syphon device to transfer fuel into car. Yeah...sounds like a good plan.

In order to better answer your original question, please state why you want an RX-7, and why you want to convert it to run on E85. The reason for this is because there may be good reason for an E85 RX-7, or you may be better off with a different car or a different fuel, but without stating your purpose you will not get a good answer to your question.
