Disabling/Removing Turbo
For what reason? Engine break-in? On any turbos w/ internal wastegates you can remove the wastegate actuator and let the flapper doors move freely. It should be nearly impossible to make boost if the wastegate ports are large enough.
you should be able to do it. I saw one for sale a a dealership years ago where the turbo was blown, similar i would think to disabling the turbo. The car drove normally without boost, but it was pretty weak.

New driver? Restricted license?
It could be done, but will require a new exhaust to be fabricated, new intake arrangement, etc. It would be a lot of work and the result would be a very slow car.

there would be no point to that ,and would be a great power loss, its like having a acura integra with a gsr swap, taking it out and putting in a single cam non vtec from a civic, not worth it. if you want to save gas dont boost LOL
