How do you know that it is carbon locked?

Exactly. "Carbon lock" is very rare.

IF it is seized up, it'd be hard to tell the cause of the seize unless you open up the motor.
Starter, battery, ignition, bla bla bla, all okay?

I just assumed that is what it Would be it is seized up , yes all of the other stuff is good tested the started and all that good stuff , I tried to get it to move with atf but it did not work , so I guess I am just going to have to tear it down and see what's going on, any ideas on what it is before I do so ? Would an apex seal seize it up like that ?

It's possible that it's a wedged broken apex seal. Peripheral ports sometimes spit them out though.

If you think it's carbon, then you might want to try soaking face of it with decarbonizing agent like Seafoam, but I doubt it will be much help as it will only address one or two combustion chamber/s (depending on rotor position).

If it's seized up (even with a good starter) the best option at this point appears to be opening up the motor or simply trading in the core for a reman one if you're not too curious about the cause.

If you do open it up, it'd be great if you shared info.

There could be many reasons why it seized but I'd lean torwards an oiling problem.

Unfortunately you won't know until you take it apart.

The last seized engine I saw was because of a broken stationary gear. Nothing was salvagable.
