there is no better. i ran a Dell'Orto (similar to the Weber DCOE) on my car and my brother has had a Holley on his since the mid-90s. when setup correctly, they both haul ***! i find Webers and their copies a bit easier to tune, but it really comes down to dedication. tuning a Holley is not that bad once you know basic concepts and know where to get the parts you need.
as for pumps, i used a Carter on my car for years and could not have been happier. however Holley and Mallory both make good pumps as well. for a regulator, i used a Holley, but there are other choices.
you will need a gauge to go with the setup and i've read that ReSpeed had a pretty good one.
