Blue printing turbos, VS 99 spec ..

Can anyone tell me if blue printing 94 stock turbos would be as good or better then trying to find a set of 99 or newer J-spec turbos ?

Find a newer 99 spec, it isnt worth doing that to stock twins. They just can flow as much as 99 specs.
