blown apex seals
will apex seal destroy a turbo? i found some pieces of apex seals in the turbo about five pieces bigest being about 3/32 of a inch. the turbo still spins and dosn't hang up but it does have a little wobble on the shaft. also would anyone in my area be willing to trade some parts (tII and n/a)

well im sure the (little) wobble in the shaft isn't a good sign....
but if it's still spinning for now who's to say whether it's stuffed or not i think you have to find that out on your own.

uhhh yeah a turbo with a little wobble, is a bad thing.
my buddy had "a little wobble" in his turbo and on the dyno the wheel hit the side and the whole turbo exploded in his engine bay, pretty spectacular to say the least.
eitherway, theres an acceptable limit to turbo shaft play. Though, typically after a seal has been through a turbo its shot. Remember, just because it seems like a little while spinning it with your hands, at 150,000 rpm, its gonna be HORRIBLE.

When you say wobble, do you mean endplay or radial play?
Endplay is pushing the turbo in/out along the direction of the shaft. It must be zero.
Radial play is moving the turbo side-side. It's usually not zero, but if it's more than a tiny fraction of an inch it's bad news.
As for the balancing, if the turbine has any damage (and it usually will if it passed an apex seal) you need to at the very least send it out for rebalancing. I would rebuild/replace it.
