Seems about reasonable. These cars tend to get about 15-18 MPG in the city.
But, when is the last time it has had a tuneup? Is the car properly entering closed loop? When is the last time the injectors were serviced?

How to determine gas mileage:
1. Fill up the tank completely, set the trip odometer to 0.
2. Drive normally.
3. When you need gas again, fill up the tank completely. Record the amount of fuel used and the mileage on the odometer. (I just write the mileage on the receipt).
4. Calculate the gas mileage by dividing the miles by the gallons. For example, 204.6 miles / 11.893 gallons = 17.2 mpg.
The EPA estimated gas mileage for an 1989 RX-7 TII was 16mpg city and 24mpg highway. The current revised numbers are 15mpg city and 22mpg highway.
Things that cause bad gas mileage:
- Tires not inflated correctly or tires wider than stock.
- Steering not aligned or other suspension problems.
- Carrying a lot of weight.
- Engine worn.
- O2 sensor bad.
- Leaky fuel injectors.
- Using ethanol-enriched fuel or "winter" fuel.
- Driving with the AC on or the windows down.
- Rapid acceleration.
- Driving over 55mph.
- Excessive idling (for example, getting stuck in traffic).

i get epa estimates AND drive a steep grade daily. these cars are magical. if my commute was flat land i could only imagine how much better mph i would get

Ya and considering in one track day drifting I go threw about 3/4 of a tank in my turbo 2 and the n/a gets 260km so 220km for your t2 ain't bad highway you will probily see 300km and I wouldn't use shell gas I haven't had anything good with shell every time I've gone there I've had issues with water in there fuel only run chevron in all my cars 94 octane get better millage with high octane fuel as well

The "best" fuels are usually determined by the detergents, which do not directly affect power or gas mileage. However, they do keep the engine cleaner which does affect power and gas mileage in the long run.
