93 FD Running rough issues

Alright, after hours of searching to no avail, I decided to post up some questions.

I stopped by at a friends house to say hi and after a few minutes he brought me behind his shop to where I find hes been storing a 93 FD that he can't seem to get running right. He takes off the hood to where I see this:

When he tries to rev it, it hits about 3,000 rpms and it hesitates and backfires. I thought it would be a MAF(Im a Nissan guy, haha), but obviously its MAP. So then I think its timing. Downloaded a FSM and just started getting confused.

Can you guys point me in the right direction?

I found the problem. The steering wheel is on the wrong side.

Jk. What ecu and injectors are in the car?

Yes, how could I overlook that! I thought it was a mail delivery car, but alas I was wrong.

More serious note: we are unsure of both. I'm sure it has bigger injectors to compensate for the larger turbo. As for tuning, we are also unsure. I'm guessing it was tuned at some point in Japan, but considering the octane difference and altitude difference I know it needs retuned. I was hoping to open the door and find a PowerFC and commander but no such luck.

Another issue is that it won't start without starter fluid.

RE: not wanting to start w/o fluid. Could be many things. The first place to start I suppose would be a compression test.
RE: stumbling/missing/backfiring.....try rev'ing the engine really really slowly and see if there seems to be a limit. JDM engines don't generate a CEL like USDM models. I suspect what you're seeing is actually limp mode. If that's the case, something is causing it. Search for how to pull codes on that car.

Is there some kind of stand alone on the car, like a PFC or Microtec?
