88 Rx7 Turbo Airconditioner Problem

I am restoring a 88 10th anniv. edition Rx7. I have most things up and going except the air conditioner. Even though the previous owner swore that it worked great, of course it doesn't. The clutch on the air conditioner unit doesn't engage. I have checked the circuit breaker and it seems to be fine, especially since it is supposed to also control the heater which works. When you press the button on the dash control panel it lights up orange but as soon as you let off the button the light goes out. The button next to it which controls whether the air is recirculated or comes in from outside will sometimes stay on, but it normally will not stay on either.

Has someone had similar problems? Do you think it is the control switch since it doesn't stay on? Where else should I start? Help!!!

try looking for leaks first, if your low on freon i dont think the compressor clutch will engage
