PPR of dover, delaware BEWARE
P.P.R. or Poor People Racing of Dover Delaware are THIEVES. here is the story
i went to the owner of ppr, which shawn kirby, a technical sergent in the united states air force. i figured it would be a good idea since he is military and in theory should be dependable. so i had him rebuild my 94 mazda rx7. i spent an insane amount of money in the car in general to include about three thousand dollars in brand new parts i had him install. roughly 15k in parts alone.
first off, it took him forever to finish the damn thing (assuming he even finished at all, but ill get to that later). i dropped the car off in july and it wasnt ready until october!! wtf. at the time i was in the middle of a move from delaware to florida and drove to florida to drop my wifes car off. when he finally told me it was finished i told him ill come get in a week or two since i was in florida and had to arrange to come pick it up.
here is the good part, i called him the monday the week i was flying out and said i would be there thursday and was going to pick it up as soon as i get off the plane. i called again wednesday to remind him and said everything would be ready. so thursday morning rolls around and i get a call at 6am. it was SHAWN KIRBY calling to tell me my car was stolen!!!
SHAWN KIRBY tells me it was stolen the night before because he put it outside so i would be ready. according to the cop report there were no signs of a breakin being no glass or anything broken on the ground. plus the car is loud as all hell so i know it was driven away.
my rx7 was almost always kept outside my house when i lived there, sometimes even unlocked and few times with the windows open over night and the car was never stolen. the cop also said that car theft in the area is minimal and SHAWN KIRBY'S response to the cop was "oh, i know some people that can get into some cars"
now why would a shop owner be so stupid as to leave a customers car on the curb??? the day before its picked up??? its been there the entire time with no problems but all of a sudden mention of it being picked up and the car dissappears. also, when i was considering him to do the work on my car he had photos of every major car he had worked on but yet he didnt take not one photo of my car so there isnt even any proof of the work that he claimed was done????
ive called his house, his cell, emailed, contacted his military job, and even had a buddy of mine speak with him directly and he has yet to contact me, obviously ignoring me.
you be the judge.
im posting this so anyone considering having him/them do work reconsider before trusting him with your baby.
you've been warned.

Is he Active Duty? Have you spoken to his commander yet? I think his 1st Sgt/Sq CC would be VERY interested to know that a Non-Commissioned Officer was behaving accordingly. Do you happen to know what his AFSC, or rather, his job is?
Any details re: him would be nice.

i cant get in contact with him now, so it goes without saying that he has not paid me a dime. especially since im in florida now. he wont answer his phone or emails at all. and know he is getting them especially after i had my old A.F. buddy stop by his work and give him my phone number in person. he is avoiding me.
as for his commander, i have not spoken with him but have been considering it. he works in base maintence at dover afb and he is actually a staff sergent not a tsgt.

SSgt Shawn Kirby, huh? I'm guessing 436th MXS for C-5s.
Here's what you do:
Draft up a letter outlining your dealings. I mean detail, detail, detail. The more times, dates, et cetera that you have the better. State that you are willing to not make it a legal matter, if he contacts you to resolve this issue. Provide the name of your attorney and also state that you'll be contacting the local PD. Be polite, but direct. Outline your course of action if he does not comply. Ask the 1st Sgt/Sq CC to help you resolve the issue in a timely fashion in order to avoid a legal issue that, and I quote " that might bring great discredit upon SSgt Shawn Kirby or the United States Air Force."
His command has the most leverage at this point, aside from civilian legal action. He'll drag his feet until he's called to the 'carpet' and has to explain why his 1st Shirt/Sq CC recieved a letter like this. Let the tap dancing begin.
Let me know if you need help with finding the 1st Shirt/Sq CC's name and/or number. I'll give my connections a call, as I'm off Active Duty now. Sorry for your issues and I hope that you don't look badly on all USAF members. Douchebags are everywhere...

Dude, if somebody had my FD in their hands and it was "stolen"... a letter to their commander would be the least of their worries. I know that Goodfella is/was a Capt. in the Army. If he sees this, maybe he'll shoot the guy a quick email and use his all knowing ossifer powers.
Let me know if you need anything.

Ive had shady dealings with Mr. Kirby way back in the day when he was selling parts on Ebay (he was still stationed in Okinawa). It was not resolved until he showed up on this forum and I connected the dots. It took several attempts via email and PM and I finally got my money back for parts I never received.
I'm sure you will get ignored until he is pressured from the outside. Keep up your efforts and I hope you get a resolution with which you are happy.
