Unfortunately, that's not how it works
Copyrighting something means a person thinks that the image has a value higher than just any other picture of anything else, thus it is not a "percentage of the whole" type of royalty.
The best comparison I can give you is modeling photographs: a magazine comes out with two dozen models doing a spread, no big deal, they all get paid equally. The next month, 23 of the girls are the same, but there is one substitution: a supermodel actress (Elle MacPherson to complete the visual). Now, she has an agent, her own photography studio, and her likeness is used to make millions of dollars. Does she get paid the equal 1/24th share that the other girls do? No. People are buying the magazine mainly to see her.
While this is a bit of an extreme example, you can't just add 20,000 other pictures and say that the value of a copyrighted image is made lesser by flooding the product with other lesser (free) cost images. My price is 1%. Take it or leave it, I'll cover the paypal 3% since it's a business account for a business transaction.

I assume the terms and conditions now include "all attendees agree to be photographed or videotaped" clause.

And it doesn't matter what you intended to take a picture of, so long as it is being sold, you need my permission
