Are you using a straight through serial cable?
Do you have built in serial ports or are you using a USB adapter?
Does this laptop have an internal modem? If so, the one COM port is usually used for the modem.
Does the ECU have power?
What happens exactly when you try to connect?

Disable COM1 or 2 (whichever is not used for an internal modem) in Device Manager. Then go into the properties of your USB adapter and reassign it to become the COM port you disabled.
Because the Microtech software was designed in 1846, it can only use COM1 and COM2.
