stock fd tps and elite 1500

stock fd tps and elite 1500

so im have an issue with a lean spot at certain rpms under vacuum (about 2500-2700rpms) it demands like an extra 20% fuel compared to to before and right after.
called haltech and they told me to look into throttlebody
throttlebody and plates look OK
I decided to check tps voltage and noticed that vta 1 is out of spec. closed its 1.25 volts and wot 5.18
would that really make a difference and could that be cause of my problem?
