what do vendors consider high HP?

So, due to the sage advice of some helpful members, thanks all!, my build path is starting with an ECU, minus reliability mods/upgrades of course. But on a budget so still in saving mode...
But, looks like my clutch is slipping, and I need to take care of that. If I'm in there, may as well do the flywheel and counterweight with relative bearings and seals. As I'm looking(not just the clutch and flywheel stuff), I see a lot of 'for high horsepower/boost applications' statements. I know I don't need a stage three or anything, but currently not much over stock(89 T2). eventually though, hoping between 300 and 350 HP. Had been thinking stage 1 and a halfish weight flywheel and counter. But would it somehow be detrimental to my current set up? My thinking is no with a clutch and flywheel, but it has me thinking. Once I have an ECU I plan on new injectors and probably more boost with a BNR hybrid turbo. Eventually I will have motor redone and ported. Here is where another 'high HP/boost application' thing comes in, I like the idea of putting studs in the motor for safety, but it looks like that can't be done with standard flywheel, so back to my current dilemma. is it better to go with stock clutch/flywheel for now? If not how can you tell if an aftermarket flywheel allows more clearance? it will be a year or two before I make over 300 probably. Mapping the build is much harder than expected!
