Im pretty sure Arizona rotary rockets isnt around any more, and i dont really know anything about black halo racing other than they mostly do rx8s. Ive heard really good things about Rotary Response and Racing ( http://www.rxforyour7.com/ ) they are in tucson, but if you are looking for major work done, they are probably a good shop to go to.

That thread has the information you are looking for, but your best bet is probably to find a good NA engine somewhere and swap it in yourself, or have a shop do it.

Did you try posting this on azrx7.com ? For current local info you should try it... But you have black halo racing (they work with rx8s a lot but they will build engines for rx7s as well), and their are 2 people that build engines for a lot of the locals.

A few of us are going to be at the scotsdale pavilions this sat evening, you should come by if you can.
