I was trying to help out a little but i'm not a mechanic...
So here is the problem: The engine seems good but i doubt theres boost at all. With the hood open reved the engine and there is this flapping sound from the secondary turbo(sort of like sticking a finger in a fan but not as bad/loud). There is no smoke whatsoever(blown turbo sign, right).
Well anyways, it was just a "casual inspection" and didnt see any vacum lines unhooked or cracks.
What could this be? The owner went to get the car looked at by a mechanic today but i'd like to know!

Sounds like the chewed turbine blades to me. Pull the front and rear intlet elbow off and confirm visually. I lost some blades on a set about a year ago. Thats exactly what I describe the sound as. Stcking a playing card in a fan.....

 

Get some new turbos put on it.

Thats my suggestion.

and yes the turbos are blown....I dont know what he is doing though.
I'm just thankfull its not my car!
