LS coil Ignition issues

I'm having trouble getting spark. It started about a year ago where the car was braking up under higher rpm. I noticed also that the voltage was dropping when this happened. After a few weeks of hoping the issue would go away, it was barely able to drive and voltage was dropping below 10V when it was running . I have since replaced the alternator, replaced all the spark plugs, checked the resistance for each spark plug wire, checked the resistance for each coil (replaced 1 that was bad due to corrosion), and I have checked continuity for the harness that plugs into the modified oem ignition harness to the coils, as well as the ground and that was fine. I can't seem to find any issue anywhere but I still don't get a spark. I've checked all the fuses that I think might be related to ignition, but none seem to be blown. If anyone has any knowledge it would be greatly appreciated.

Also, this was mounted near the old ignitor. What does it do?
