Rebuild question (E-Shaft Bolt)

I'm having some trouble squaring the FSM instructions regarding the final assembly of the e-shaft bolt (reference: 1988 FSM and I am rebuilding an S4 T2). It says to coat the new-oring with engine oil, loctite on the threads, and sealant on the bolt. What it doesn't mention is anything about replacing the crush copper washer. It just states to apply sealant to the flange portion of the bolt. Sorry if this is obvious and I am just missing it, but do you put sealant on the flange portion of the bolt and then snap the new washer in place? Or do I need to apply sealant to the flange face of the washer? Since they don't mention anything directly about replacing the washer, I don't know if they are expecting a new bolt (The picture says "Bolt with Washer" which may refer to a subassembly of the washer and bolt together). Also, based on the numerous threads on here about the difficulty in removing this bolt, I am assuming that I need to use RED loctite per their directions. Thanks for any help that you can provide.

you do want a new copper washer, 9956-22-800. i guess if you are bucks down, you could flip the old one over?
some sealant is fine too.

if you can find the lock plate that the later engines use N3C1-11-408, then you can skip the loctite. this guy is NLA in the US, but not in Japan

Sorry that I wasn't clearer, but I do have a new washer that came with the racing beat rebuild kit. I do not have the lock plate. I just need to know on which surface to put the sealant. On the bolt flange, the flange surface of the washer, or both. Thank you for your help.
