Talking intercooler and boosting

Does anyone know with an apexi intercooler, intake, and exhaust how much i can safely boost? I was told by apexi that i could boost 13-14 psi safely. Would an ecu or the power fc be needed? thanks and what boost controller do you guys recomend for the stock twin sequential turbos?

if you've gone so far in mods to get an intercooler than you should probably have a new ecu and some sort of boost control. boost control could be something as simple as a valve from home depot or one of the high tech gizmos. ecu could be power fc, haltech, m2, pettit...anyway you should have both of these things-boost control and ecu.
