could this be why my car idle surges??

After taking the stock top mount intercooler off, I noticed a nipple near the top back part of the throttle body elbow. I it had no vac line coming from it or going anywhere. I also checked down and around it to see if a line was dangling, but no luck. Is this suppose to be left like this? My car idles very rough and surges about 300 rpm. It also runs rich as hell so i dunno whats going on. Ive checked the intake pipe completly and have tightened it down properly. Any advice?

If you are referring to what is highlighted in the attached image it is not the source of your vaccum leak.



That is the bleed screw for they clutch hydraulic system.
