climate control semi-functional on 87 TII

So I buy an 87 TII and one of the first things I notice is the heater doesn't work. Later I find out that the buttons don't switch vents either. So after driving through blinding rain today with completely fogged up windows I decided to check it out.

First thing I do is pull the unit to make sure all the wires are connected, and they are. So I move onto my fuse box and find one burned out fuse and a few missing ones. I added and changed fuses accordingly. After checking my connections and replacing my fuses, the only difference I see is that my dome light actually works.

So in short, I can control fan speed but I can't change temperature nor vent selection. Any ideas as to what the culprit is?
