The 1979-1992 Rx-7's have a visco clutch fan. You should be able to hold it still if the engine is cold (even then wear gloves )
it will rotate when the engine is cold but can be hold.
When is the car overheating, more information is needed for people to be able to give you some tips. Type Rx-7, year, ect ect.
In general:

Overheating when cruising : check to see if you got a plastic undertray, radiator blocked or clogged.
Overheating when idle: check waterpump belt, fan clutch, pressurecap, and look if there are bubbles in the coolant (blown waterseals)

good luck,

Mireck
