Broken pickup tube bolt

Before i say anything i hope that this is in the correct part of the forums.

i am preparing my engine parts to be rebuilt and have run into one particular issue i cant seem to solve. One of the 2 pickup tube bolts head was sheered off some time ago before i owned the car. Im wondering how forum members fix hardware issues like this. I dont have access to a welder but i do have several hand tool that could help. Any and all feedback is appreciated. Here is a photo

like any other broken bolt, you carefully drill it out. if you're lucky, it'll either break up, or come out. if you're not lucky you get to drill and retap it. if you're really unlucky, you will drill to to the next size up and use a helicoil

you might want to make sure that is the only problem with that plate. if its worn out of has a bad water seal land its garbage anyway
