I'd love to see them crush the garbage truck. That would send a clear message to all those reckless punks who rice out their garbage trucks and are racing them on our streets. Thank god that cop didn't just charge him with speeding.

Well what can they challenge?
They have defined "racing" to include any activity in which a vehicle drives more than 50km/h over the speed limit. So even though he wasn't technically racing anyone, by the wording of that stupid new law, he was "racing" down the street.
They could have called that clause of the law "Reckless Speeding" or something different, they called it "racing" or lumped it under "racing" probably to garner support by the association it makes in people's minds. When you hear "racing" you think of two cars purposely trying to go faster than each other, recklessly driving at high speeds endangering people on the road. And that is the kind of imagry that would prompt old fogie politicians to blindly pass the law no matter what was in it.
The garbage truck company may fight it on the grounds that the vehicle wasn't personally owned by the driver and so shouldn't be held in impound, or something like that, but they can't fight that the driver didn't do what he did - in excess of 50km/h over the limit, so you won't see any direct fighting of that part of the "Racing" law.
Now, let me close by saying that
1. This is all my opinion and
2. it is formed from information that I have read on teh Interwebs which may or may not be accurate at all. My knowledge of the law, it's scope and definition is limited, so if what I just said is total BS, feel free to ignore it.

That law is PURELY a political excercise, since excessive speeding has always been illegal. They just made it easier to charge people with "street racing" so that they can claim that during their time in office street racing arrests and convictions have gone way up, even if it's just a farce.

I really don't see why they don't just confiscate the cars and auction them off. At least that way they'd be making money on the deal. Maybe the owners will buy the cars back, maybe they'll get used for street racing again, but crushing the cars won't stop it from happening again, all it's doing is wasting a perfectly good car.
