He really did act like a grade-A douchebag. Someone makes a mistake, I can understand. We all make mistakes now and again. But the brush off and douchyness, like your possession is worth nothing just because he doesn't value his own stuff, is where the line is drawn.
I was backed into at an intersection by someone years and years ago. He was all nice and such, we exchanged info so that he could pay the damages directly since he didn't want his insurance involved (RED FLAG!! RED FLAG!!). Well turns out he lives in Edmonton and was just down for a business trip. I got an estimate, faxed it to him, and nothing. Faxed again, nothing. Called and talked to his wife, nothing. Finally got ahold of him and he basically said "What are you going to, I'm in Edmonton". So I sued. Small claims court really is awesome. Added up the estimate, the cost of a rental, all my time, court costs (automatically fall to the loser to pay), law advice, etc. I think it turned a simple $500 repair into a $1200 court case. Called up a friend in Edmonton and had him serve the papers. Guy called me 10 minute later and was irate; "What the **** are you doing?! You're an *******!". I waited for him to finish and gave him the the choices: a. You can come to London and see me in court; b. You can stay in Edmonton, lose by default, and I'll hire a collection agency to obtain your payment (thus damaging credit rating, putting an unpaid debt on record, etc.); c. You can pay your debt as a reasonable human being and grown man would.
Nope, he chose option "B". I won judgement, hired the collection agency we use at work for minimal cost, and got my money. Sucks to be him. Maybe next time he'll think a little more about his actions. Probably not. Lots of easy legal ways to make a lot of trouble for douchebags. And the best part is that because they are douches, there's a 75% chance that all kinds of dirty laundry comes up in the process.

Anyway, been to court, got my judgment and enforcement order - nearly $3900 once costs were added, and now I have to try and get it enforced... so hearing your story, and that you were able to successfully get your money out of a weasel is encouraging. I also followed up with the officer to make sure he was charged for driving without insurance (he had presented the apparently valid pink card at the time of the accident), and the officer let me know that he let the perp know that when he goes to court, if he hasn't dealt with my parent's damages, the minimum $2800 fine could end up a lot closer to the max $10,000 fine. I'll be sure to let the officer know that in going on 8 months, the only contact we've had was the afternoon I served the papers on him, and no attempt to arrange payment, or even acknowledge our attempts to contact. Hopefully, by the time I'm done, this will have cost him as much as his crappy base Chevy Cruze that he couldn't be bothered to insure.

It really ticks me off when you're attempting to turn left, and there's a douche in front of you not making the turn even though all the oncoming traffic is making right turns. I lay on the horn heavily until this freighten's them, and they proceed. Extremely slowly, as if they don't want to get hurt, but they at least proceed. Where did these people get their license?!?!:
I won't proceed with a turn until I am certain the my path of travel is not going to interfere with others. Especially with cases like this, as many people have noted, through insurance this is a 50/50 at fault case, and frankly, I don't have the time, nor patience to deal with the claims, let alone the financial aspect of it. Call me a douche if you like, but I'm just avoiding potential headaches.

There's also fun to have with him living so close. Perhaps he would enjoy a subscription to NAMBLA? Maybe his address should be registered on every religious organizations website with the "Yes! I want a personal visit to show me the light" checkbox checked?

The nice thing about a collection agency is that they do the dirty work, and many of them won't charge you until they get your money. Of course criminal court cases are different than civil in that I believe (I don't even play a lawyer on TV) that if the guilty doesn't pay, it's jail time or such fun things as wage garnishing.
