Wont boost more than 10-11

My AVC-R was installed basically following these guidelines

I am stumped here. And don't know exactly what to search for. This happens in both sequential and non-sequential mode. I can't find any boost leak. It will hold boost just fine but won't build anymore than 10-11 psi. Everything is tight as can be. I have a AVC-R setup for .95 with 50% duty cycle. If I set the duty cycle lower than that the boost will modulate during the same gear, a good 2 psi. If I raise the duty cycle to 60-70% I will see a very brief spike of 12-13 but it will immediately drop back down to 10-11. If I shut off my AVC-R I get a solid 7 psi all the way to redline. I tired also using the solenoid from another AVC-R that I knew that worked and still the same problem. So I don't think its the AVC-R.

During pulls the car does not smoke. So I don't think the turbos are shot. But I am not sure. What are the symptoms of tired turbos?

Also side note the waste gate was supposedly ported by the previous owner. So I don't know if something has gone wrong with the flapper.

Probably not your problem, but I was working on a friends car who had a similar problem and his bov was leaking at full throttle. Replaced it and it was boosting 14psi no problems. If it is not that, and you have everything wired correctly then I would assume it is in the settings in the avc-r.

An expensive way to see if it is the settings or the unit itself, is buy or borrow a manual boost controller. If this works then it is the avc-r, if not, then you have either worn turbos or you ran the lines incorrectly.

^ I will have to check it, even though it is brand new pettit bov. We did have the same problem with my friends pettit bov. So maybe.
