For maintenence and/or cleaning. The headlights need to be up (but not on) to change the bulbs.

Winter, if your car is iced over and you try to pop the lights up they could stick and break or burn up and motor. So if you know its going to snow and you need to drive your car pop them up. Kinda why people leave there windshield wipers up.

ive used it a shitload, but ive replaced the lights and removed the covers and fenders, you need to pop them to get to certain bolts and such.

I have a lazy eye controller so I have to push the button for mine to pop up even if i turn on the lights.

u can manually crank the headlights up too, if all else fails
