When should the second turbo come on?

After the dyno session it appears that my second turbo isn't hitting until 5200 rpm. It is apparent that my first turbo runs out of breath at 4000 rpm and the power falls off until 5200 where the car makes a sharp gain of approx. 115 rwhp / 65 lb-ft torque within 1000 rpm. What rpm should the second turbo come on? What can cause it to be late?

Actually the first turbo isn't running out of breath at 4,000. Remember some of the exhaust at this rpm is bleeding to the secondary turbo to pre-spool it.

Do you have a boost gauge, or just going by butt dyno? I strongly recommend you pick one up to give yourself some better numbers to work with.
