Ever deal with a person who's bi-polar? They can get angry and VERY paranoid. They feel like everyone's out there to get them even though you're not doing anything.
Please don't judge the situation from this little bit of information. No one knows the whole situation. At least he got a paint job out of it. It could have been worse.
If your brother does have some sort of mental disability, please get it treated quick 'cause he could hurt himself or others.

I am guessing by ill you mean he is mentally handicapped (to put it a nice way). My old neighbors son was. He was a sweet kid, but man could he lash out in rage on his parents when they took toys from him. He was 18 with the mind of a 10 yearold.
