Whats this with my oil filler neck
i went to change my oil today and i started by draining it and taking off the filter, then when i took off my cap and noticed this whiteish stuff, not sure what it was.



and i found out why i see a a couple oil drops on the floor. the steering rod thing ( what ever its called)

Many posts on this (stuff in oil filler neck) - it's normal.

The boot ripped on the steering rack. Typically if you have no idea how long it's been ripped you're not in for a good time. Sand, dirt, and other debris can do a number when mixed in with all the packing grease. If you just caught it doing a routine visual maintenance routine check you can get away with putting a new boot on.
As for the moisture in the filler neck, you're the second person this month to have a thread about it. Perfectly in the norm.

Condensation and water from combustion get into the oil and condenses on the relatively cool filler cap. It's worse if the car is driven mostly on short trips or oil isn't changed regularly, or if coolant gets into the oil.
If you don't want that gunk stuff on your filler neck cap do what i did .This's what Rob at pineapple told me to do get a 3/16 drill bit and drill a hole on top of the cap i never see em anymore.

Why? Your questions have both been answered. A quick check page N-9 in the FSM addresses the boot.
